ABOUT THE DEPARTMENT

From first interview and beyond, the Human Resources Department is dedicated to supporting employee growth and well-being through various services including classification/compensation, recruitment; employee benefits and wellness; organizational and career development and learning; labor and employee relations, equal employment opportunity, and risk management. The Human Resources Department comprises approximately 45 positions and provides centralized services to the County’s 22 Departments.  The divisions/units within Human Resources include recruitment, classification and compensation, employee and labor relations, disability management, employee benefits and wellness, equal employment, employee learning and organizational development, volunteer and interns, and departmental administration.  

ABOUT THE POSITION

There is currently one (1) full time regular hire vacancy within the Risk Division of the Human Resources Department.

This is a high impact role for a safety professional who wants to move beyond compliance and help shape a proactive, people centered safety culture across a complex public organization. The Safety Officer is responsible for planning, developing, implementing, managing, and evaluating the County’s occupational safety, injury prevention, security, and emergency preparedness programs. This role serves as the County’s lead subject-matter expert and strategic advisor to County leadership and departments on occupational safety, security, and emergency preparedness as well as Cal – OSHA compliance, threat assessments, and risk mitigation strategies, and oversees security at County facilities. The Safety Officer supports and participates in the management of the Threat Assessment Team; manages industrial hygiene and related services; oversees the County’s Building Evacuation Response Team; administers the County’s DOT random drug and alcohol program; and represents the County before regulatory agencies and external stakeholders. In addition, the Safety Officer provides direct and functional supervision of risk staff and contractors, and may serve as a lead over multidisciplinary teams supporting Countywide safety initiatives. This role offers professional visibility through direct interaction with Cal/OSHA, regulatory agencies, and executive leadership, and supports continued professional certification and growth.

Schedule: The position’s typical schedule is Monday through Friday, from 8:00 am to 5:00 pm and work is primarily performed in an office environment. However, depending upon operational needs, the incumbent must also be willing to work outside of standard hours, during emergencies, critical events, or emerging threats. Evening or weekend work may occasionally be required to respond to urgent issues or meet the operational needs of customer departments, such as 24-hour facilities or remote locations. Risk/threat assessments may occasionally require working outdoors in inclement weather. Following completion of the probationary period, flexible scheduling options may be available, including minor adjustments to daily start and end times or a 9/80 schedule.

ABOUT YOU

Our Highly Qualified Candidate: You are a safety professional who enjoys solving complex problems, influencing stakeholders, and translating regulations into practical, people-centered solutions. You have worked in a safety department in the public or private sector and are seeking an opportunity to move into a role with greater responsibility for direct program oversight. 

The ideal candidate brings demonstrated experience leading staff or project teams and is prepared to assume responsibility for guiding others in a complex public sector environment. They will be able to provide leadership oversight of staff by setting priorities, assigning work, evaluating performance, and fostering a culture of accountability, collaboration, and continuous improvement. This requires sound knowledge of applicable Federal and State occupational safety regulations, laws, codes, and standards and can effectively communicate with and present to a variety of stakeholders including board and commission members, government officials, staff, unions, State and Federal regulatory agency representatives, and the public. This position requires strong analytical skills to analyze safety operations, identify and monitor accident trends, and recommend appropriate risk management strategies. Experience developing safety programs as well as designing, delivering and implementing safety related training courses to all levels of staff is highly desirable. Professional certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or other recognized safety, industrial hygiene, risk management, air quality or environmental related certification is also highly desired.

QUALIFICATIONS

Knowledge of:

  • Applicable State and Federal laws, rules and regulations pertaining to occupational health and safety management.
  • Threat assessment management and investigation principles.
  • Industrial hygiene practices, exposure assessment techniques and medical surveillance programs, including wellness, rehabilitation and ergonomics.
  • Management of work safety, including its technology, principle, methods and problems as they relate to occupational health.
  • Principles and techniques of occupational safety training program and materials development, methodologies and presentation.
  • Assessment and inspection procedures, and construction and engineering principles associated with risk identification, hazard assessment and abatement.
  • General principles and practices of Workers’ Compensation (self-insurance and public safety in particular) and risk management.
  • Analytical and statistical concepts of safety, industrial hygiene and risk management.

Ability to:

  • Plan, develop, manage and evaluate specialized risk, security, and safety programs.
  • Plan, supervise, review and evaluate the work of staff.
  • Represent the Risk Manager and department as requested or in their absence.
  • Develop clear, concise and accurate instructional materials, reports, studies, correspondence and other written materials. 
  • Design and deliver effective training programs addressing organizational safety and compliance needs.
  • Oversee safety and industrial hygiene investigations, and develop solutions for complex issues.
  • Collect, evaluate and interpret analytical data, identify trends, and develop strategic solutions related to occupational health and safety needs.
  • Deal tactfully and effectively with board and commission members, government officials, State and Federal regulatory agency representatives, staff, civic groups, unions, and the public.  
  • Develop, implement and evaluate program goals and objectives, best practices, operating procedures, work standards and management controls; recommend policy and operational changes. 
  • Interpret and explain complex rules and regulations and understand labor union contracts.
  • Utilize computer systems, databases, and presentation tools to support program management and reporting.
  • Apply effective and innovative presentation methods. 

MINIMUM QUALIFICATIONS: 

Any combination of education, training and experience that would provide the required knowledge and abilities. A typical way to qualify is at least three (3) years of professional and lead level experience in safety program administration in a larger and complex organization. 

A Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or other recognized safety, industrial hygiene, risk management, air quality or environmental related certification is desired.

Certificates and Licenses

  • Possession and maintenance of a valid California class C driver’s license and a satisfactory driving history as obtained from the Department of Motor Vehicles
