As a Safety & Risk Manager you will:
  • Manage the department’s Accident and Injury Prevention Program through development and implementation of the Director’s Employee Safety goals and strategies.
  • Oversee consistent statewide safety, health and risk management policies, programs, procedures, training and practices in accident prevention programs in compliance with local, state and federal rules and regulations.
  • Manage the development of new or revised programs, policies and procedures as required by state or federal legislation impacting safety, health and risk management.
  • Serve as safety consultant to Executive Staff and management on safety and risk issues. Represent ODOT at statewide forums, meetings, and conferences related to employee safety, health, risk management and work zone traffic control.
  • Responsible for the development and implementation of risk management programs and claims management to protect the agency’s assets and potential liabilities.

  • Develop and supervise the Procurement Risk Management program providing technical level consultation in contract and procurement risk management to the ODOT Executive Team and OPO management staff.
  • Supervise the development and implementation of procedures and processes for effective administration of the worker’s compensation program including providing advice and counsel to management, safety managers, SAIF and HR staff.
  • Manage unit staff to achieve the agency’s safety, health and risk management goals. Provide and solicit feedback from region and division management staff in the performance and delivery of safety and risk services.
Position Qualifications include:
  • Three years of management experience in a public or private organization which included responsibility for: a) development of program rules and policies, b) long- and short-range goals and plans, c) program evaluation, and d) budget preparation; OR
  • Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

System Director of Associate Health, Safety and Environment

An established health system in Western New York is searching for a strategic, system-oriented individual to become System Director of Associate Health, Safety and Environment. This position reports directly to the Senior Vice President of Human Resources and is responsible for holistically conceiving of and managing safety programs throughout a four-hospital system with multiple auxiliary facilities. This position is not driven by a need for compliance, rather it takes its direction from a need of systematic oversight of the healthcare environment stewarded by the health system. This individual will be responsible for the system-wide management of the all associate health, Integrated Disability Management, safety and environmental infrastructure and programs. The System Director of Associate Health, Safety and Environment will be responsible for the creation, implementation and oversight of all programs, processes and initiatives focused on a pro-active, progress approach to the minimization/elimination of work-related injuries and illnesses. In addition, the System Director of Associate Health is responsible for ensuring that the system is effective implementing and carrying out all parameters applicable to Joint Commission Environment of Care practices and Emergency Management Preparedness programs within all system facilities.

The ideal candidate will possess a Bachelor’s degree in Industrial Hygiene, Safety Engineering, Occupational Health, Life or Physical sciences required, with a Master’s Degree in a related field or healthcare administration strongly preferred. A Certified Industrial Hygienist (CIH) or Certified Safety Professional (CSP) designation, demonstrating technical competence in health, safety, and environment disciplines, is strongly preferred. The candidate must possess a minimum of five (5) – ten (10) years of progressive work experience in occupational health, integrated disability management (IDM), health & safety and emergency preparedness management within healthcare; preferably within an integrated healthcare work environment, with a minimum of three (3) years focused on emergency management program responsibilities. In addition, the candidate should have a minimum of five (5) years of work experience managing occupational health, IDM, health, safety, and environment programs, a minimum of three (3) years experience managing processes at multiple facilities, and a minimum of three (3) years of management experience with direct reports in all areas of Occupational Health, IDM, Health, Safety & Environment. Excellent knowledge of OSHA, Joint Commission, FMLA, Workers' Compensation and NYS Disability laws and regulations, and health and safety prevention principles. Detailed knowledge of grant programs and processes of the Federal Emergency Management Agency (FEMA), the Department of Homeland Security Office for Domestic Preparedness, and other government agencies is preferred. A strong knowledge of hospital hazards and their analysis, risk assessment and vulnerability analysis along with the related requirements of the Joint Commission on Accreditation of Health Care Organizations (JCAHO) is required.

Requirements

Qualifications:

  • Administers the process for submitting federal and state reimbursement claims for the Town’s costs during and after emergency operations;
  • Reviews state and federal proposed legislation and provides recommendations; develops plans to effectively deal with emerging issues related to emergency management;
The ideal candidate will possess a Bachelor’s Degree in Emergency Management, Business, Public Administration, Planning or closely related field and extensive experience in emergency management or public safety. Certified Emergency Manager designation and documented certification for NIMS courses IS100, IS200, I-300, I-400, IS700 and IS800 are required. Experience managing this type of program in a similar environment is desired.

Purpose of Position
Provides oversight and facilitates the implementation of loss prevention programs at compressor stations, underground storage facilities, liquefied natural gas plants and other gas pipeline related facilities. Monitor and manage the incident investigation program to ensure that investigations conducted on personal injuries, security incidents and equipment and facility failures, including safety related conditions, abnormal operating conditions are appropriate, adequate to address root cause, captures failure data for utilization in the production of predictive failure probabilities and risk based trend analysis. Ensure that procedures, standards or other company policies were followed and/or provide recommendations for needed improvements.
Keep updated on new and existing computer programs and philosophies related to risk assessment, management and mitigation; safety and security.
Act as the company liaison with investigative contacts, external law enforcement, prosecutors and other corporate investigation managers to ensure optimal case outcomes and implementation of best practices.
Analyze security program problems, identify alternatives and recommend and implement solutions. This includes office locations as well as physical security needs at 92 compressor stations, two LNG plants and three underground storage facilities.
Perform process audits on various company processes to ensure that current programs are bringing about desired results.
Participate in the development and conducting of the subject matter expert (SME) audits to review processes and standards being used.

Position Requirements
Bachelor’s degree in engineering, business administration or related field or equivalent work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor’s degree.)
